Your problem with wisteria blooming is not at all unusual. You might try
fertilizing with phosphorus in March and then giving it no other fertilizer.
That seems to do the trick for a lot of people. Do not give it nitrogen
fertilizers for that will stimulate vegetative growth at the expense of
flowering. Root pruning is often recommended, also. Good luck! --Janis
