Have you tried protecting it with mulch or some other material through the
winter?  I live in Columbia, MO and one of my crepe myrtles was mulched
several inches up the stem last winter.  It sprouted new growth this spring
from up as high up as the mulch reached.  This year I'm going to cage it and
mulch it several feet up to see what happens.
