Scotch Broom

My scotch broom has stopped blooming and every year it is getting harder
to trim these bushes. Have sharpened our clippers but after a few cuts
it just seems to bend the new growth, not cut it. Have tried cutting
immediately after blooming and also waiting until fall but with the same
results.
Any suggestions on what might work.
