I have a lot of experience with cedar-apple rust; due to the red cedars
in the area, I have it on apple trees, crabapples, and hawthorn trees,
but it has never, never shown up on a rose. I think the rose just isn't
as closely related as it needs to be to get it.
From what I've read (you experts correct me if I'm wrong, okay)
cedar-apple rust needs 2 living hosts-- a red cedar and something closely
related to the apple, and it spends part of its life cycle on the cedar
(the slimy orange balls) and the other part on the apple (the rust) and
the wind passes the spores back and forth between them. So, I would guess
that roses would be safe, any shrub or tree that isn't very closely
related to the apple is safe, and IF that is the last red cedar host in
the area, your apple trees, etc are probably safe too, at least as of
next year.
