Insect ID on evergreen, anyone?

This list has been extremely quiet. I hope it's because everyone is
having a great summer and not because I've been dropped off the list.
Here is the question - I have a small Thuja koraiensis, just two years
in the ground.
Today while making my after work "rounds" of the garden I stopped to
admire it and saw two plant bugs on it. They scurried to the underside
of the leaf so I was checking the leaf backs to see if there was an
infestion or just these two, then I noticed the very tips of the leaves
on one branch were black. Would the bugs insert their eggs on the
branch tips? Any leads to a site I could check? Maybe this is common
and I just noticed?
I have a digital photo of the bug/leaf/eggs(?) I can email if needed.
