I'd say your chances are excellent.  I've grown on numerous woody
items found exactly like this.   This time of year, however, I'd be
inclined to leave it in the soil (unless you already dug it up) -
esp. as you are so far north.  Next spring, dig it up and pot it up
if the roots are few and short or plant it where you want it to grow
if it's got a nice lot of roots and looks like it would be able to
hold its own.

If you've already removed the branch it was attached to, mulch the
layer well for winter; if you have not, then leave that branch and
wait until spring to sever the stem and dig up the layer.   Put a
rock over where it's rooted to keep that in place through winter
winds whether you've removed the branch its attached to or not.   

If you've already dug it up, then pot it up.  How you handle the pot
over winter depends on if you have a greenhouse or coldframe...if
neither, then plunge the pot in a really protected spot and mulch.

If you've got a branch with a few roots in several spots, you may be
able to make several plants out of it, depending on how the roots are
placed and where growth buds are in relation to them, etc.  I've had
mixed success with this; some grow on and some don't.  They're like
partially rooted cuttings; some live, etc.
