Don, I'm sure you know the books recommend not transplanting tree peonies. 
However, I found it necessary to transplant one a few yrs ago after it had been 
planted in my garden for about 4 yrs.  I successfully moved it by root pruning 
in the fall, moved it early spring and it never seemed to suffer at all.
