even when they are grown from seed and even, in many cases, when the seed has been dormant for years. how can a seed keep track of time?

I dunno. but bamboo flowers ubiquitously, all bamboo of the same clone, everything from mature forests to tiny small recently propagated plants. so it is not unknown as a mode of plant behaviour. bamboo does this worldwide.
