Depending on where it is going you probably need a phytosanitary. You friendly federal government is the source. Call USDA's most local office and I'm sure they can tell you more. Generally soil is a big issue, seed less, bulbs ???
Can't they find the plant locally. It's ubiquitous now that it has been tissue cultured.
