The old method used some peat moss along with either native plant seed
and/or drought tolerate plants. Most of the city lots were brick rubble and
had a LOT of lime, so acid loving plants won't do, Also check to see if the
site is in sun or shade. Try "bombing" before a rainy spell to help the
plants along as best as possible.
