You may want to look at some of the organic anti-fungals/blackspot remedies

A must buy for any rose fancier who doesn't want to engage in prolonged toxic 
warfare is the "Rodale Organic Gardening Basics: Roses"   (ISBN 
0-875160839-2) booklet which lists for about 15 bucks of can be found 
discounted few a few web sources. 

Some Clinton Community Garden rose fanciers like the Cornell University 
mixture included on this page.  I can't vouch for the others and trust other 
rose growers on this list will contribute. 

We tend to follow good organic practices and have found that intelligent soil 
amendments (and good composting practices) helps keep many different plant 
blight down to a minimum for us.
