Sounds like powdery mildew. One way to address this is to spray with a
solution of 1 Tbsp baking soda plus 2-1/2 Tbsp summer grade horticultural
oil (now available in a canola-based form--brand name Concern) to 1 gal
water.  This will create a very inhospitable environment for the mildew
and prevent it from spreading. It would probably be a good idea to spray
unaffected plants as a preventative measure. Apply weekly as long as it's
hot and humid. (By the way, this also works on black spot.)

Most lilacs are susceptible to powdery mildew, though it is seldom fatal
or even seriously damaging. This is true of most perennials that tend to
get powdery mildew; it's unattractive, but not life-threatening.
