Hood River, OR project

I know of a small piece of land, adjacent to a large group of apartments, that could be made into a very nice garden plot for the nearby residents. Though I can be instrumental in securing the use of the land, I don't have the time myself to organize the neighbors into the gardening effort. Is there anyone reading this list who'd like to coordinate this project? Or any suggestions on making it happen?
