Cynthia,
For one thing the original federal funding (which began in 1977 and
ran thru the late 80's) for community gardens and technical
assistance to them, the Urban Gardening Program, was targeted to the
6, then 16, then 21 largest cities; 1 per state. And the program was
aimed at low and moderate income people.
The impetus actually came from the gardeners in New York City and
their sainted Congressman Fred Richman. Let Richman not be forgotten
by today's community gardeners.
