question about bulletin boards

One of the volunteer leaders of a local community garden passed away and his family wants to contribute something to the garden in his memory. The cg group is thinking of a bulletin board, but needs to come up with some details on the design, cost, etc.
Does anyone have any ideas? We want one that looks nice and that has a case (or some protection) to display literature without getting rained on.
I'm looking for cost, was it hand built or bought from a catalogue, do you have any pictures of it?!
Any information you can share would be greatly appreciated.
