It has a wealth of knowledge on community garden set up, management, insurance and fund raising. Also, if you have the money and time, you should go to the American Community Gardening Association conference in Minneapolis/St Paul August 11 - 14. : http://communitygarden.org/conferences.php

You should also send questions like this to the American Community Gardening Association list serv - which can be subscribed to via the ACGA website.
