Please go to AUGER - which is a great Little Rock school communty garden group. If Pratt is still around, tell him that Adam Honigman sent you. http://www.auger-ar.org/ Also, if you can, go to the American Community Gardening Association website - http://communitygarden.org , read and print. It has a wealth of knowledge on community garden set up, management, insurance and fund raising. Also, if you have the money and time, you should go to the American Community Gardening Association conference in Minneapolis/St Paul August 11 - 14. : http://communitygarden.org/conferences.php
You should also send questions like this to the American Community Gardening Association list serv - which can be subscribed to via the ACGA website.
Good luck,
Adam Honigman

I have volunteered to serve as the coordinator for a abandoned
inner-city garden with a lot of potential.

Somebody please advise me as to how to get an arbor donated or anything

Wow! a garden for the people and by the people.
