Tolan:

Microbiata decussata  - aka Siberian Cypress. This very low wide-spreading,
perennial evergreen shrub looks like a Juniper. Scale-like leaves are
feathery and bright green turning coppery brown in cold weather. Hardy
ground cover that performs well. Filtered Sun. 
18 inches high, 6 feet wide. USDA Zones 2 - 7.
