RE: COUNTY support for Community Gardens?

here in atlanta it's split.  DeKalb County has two community gardens in
parks, Fulton County has a demonstration garden in a park, but city of
atlanta will not allow it unless the garden is there before they acquire the
property.

I know that various Cities support community gardens...is there COUNTY
support for them as well?....in Sacramento County it is written that
