City Ordinances and Zoning affecting Community Gardens?


I am completely new to this list so I appologize if this thread has been
discussed already... 
 
We are beginning to look at how zoning ordinances are affecting the
establishment of Community Gardens (and Farmers Markets) in Fresno, CA.
We have pretty restrictive zoning laws which leave little room for
gardens.  Specifically I am looking for examples of cities that have
successfully changed or amended ordinances to accomodate for gardens.
 
From my lay understanding, zoning ordinances generally fall into 2
types:
Qualitative which are flexible (eg Portland, OR)
Quantitative which are restrictive (eg Fresno, CA)
