Contact Prof. Mark Francis at UC Davis Landscape Architecture Program - he
did some research several years ago at (if I remember correctly) your
garden.  He found that the garden was an important open space in the
neighborhood even though there is a park right across the street.  The
gardeners didn't use the park, meaning that the garden was necessary as open
space to meet their recreational needs.  Open space and recreation acreages
per general population can be obtained from the City, and their Level of
Service numbers may give you some leverage in keeping the garden as open
space.
If Prof. Francis is still on sabbatical, try Prof. Patsy Owens in the same
dept., or the Human & Community Development Dept.  I know there are several
students who have done research or worked as coordinators at community
gardens.  Jim Grieshop in the Community Development Graduate Group may be of
assistance.
