ordinances/laws that promote community/school gardens

Please send me word of localities that have local laws that encourage
the creation of community gardens.  I have a copy of Austin's "qualified 
community garden" ordinance, Seattle's garden plot ordinance, and a copy 
of the New York City proposal.  

I am collecting this info to write an article for law students/pro bono 
lawyers to encourage them to work with community gardeners.
