more pathway maintenance

I am trying to convert a garden from grass paths (that need a lot of
mowing) to woodchips.  I am using woodchips because they are the one
free material that the city will provide, probably forever.  I am
looking for recommendations for ground preparation before laying down
the woodchips.  Any advice?
