Brian,
 
I believe (through other fern friends) that recent DNA studies have shown  
Cosentinia vellea distinct from Cheilanthes, and as such, the nomenclature has  
gone back to the earliest name for the species. 
 
I wish I had the specifics on the nomenclature change-if I can get hold of  
it, I'll pass it on.
