If you need a cell phone for emergencies, not to be wedded to, try Tracfone. I've got one that gives me a couple of hours of talk per year for about $95. No per-month fee, no bunch of mostly frivolous charges, but I've got a phone I can use across the US for less than $10 a month.

My cell phone had free incoming calls, so other than
annoying, didn't matter...

but the best news is I no longer have a cell phone
after 10 years or so it seemed of having one on my hip
24/7.

It is the greatest freedom once you get used to it not
being there!
