Almost certainly yes. It means that the TP was grafted onto herbaceous
roots, and was not later dug, the herbaceous roots cut away and
replanted to grow on. The latter process is what makes 'good' TPs
so expensive. If you don't cut away the herbaceous suckers, they may
take over the plant and put paid to the TP.
