Every State has its own regs along with the feds.
In Indiana you contact IN Dept. of Natural Resources - Division of Entomology & Plant Pathology. They come out and physically inspect your plants and facilities. At your expense. You will need 2 license to operate a nursery in Indiana plus your state tax collection permit. If you decide to ship trees and shrubs you will need another agreement with them.... actual contract of agreement you will sign.
Shipping west of the Rockies is another set of regs as is shipping out of the US borders. This is for the nursery aspect. You also need to know what is required of you to open a business in you state... that is another entirely different set of "need to knows"..
You need to find the proper department for your state.
