The bridges around here are all that. They are constantly being closed for further patching. Luckily they only go across swampy areas and small rivers.

structurally deficient is a scary term but it is my understanding that functionally obsolete means that they just haven't been upgraded to new standards, not necessarily that they are unsafe.
