monardas

This spring I planted a small division of my last year's Monarda 'Raspberry Wine'. Quite tall, it is broken but blooming. I also purchased and planted in the same general area at the same time Monarda 'Blue Stocking'. Its tag read 2-4 ft but is only about 15 inches but has branched out a lot on its own and seems sturdy - but no sign of any interest in blooming. Since I used the same fertilizer and planted in the same soil, why would this one not even have a bud by now? Could it be that the grower loaded it up with a high nitrogen fertilizer? But wouldn't that be gone by now? I use natural fertilizer mixed in the soil and some additional Osmocote 6 month 15-9-12. 
Any ideas?
