when i lived last in bethesda, there was an herbaceous peony across the street, a white one, that was fantastic. full of ants [ut-oh], but wonderful. but herbaceous and tree have different requirements.

The bigger problem is that you're probably beyond their range:  may not get
cold enough long enough.  Have folks in your neighborhood been successful
with peonies?
