No. HER post office is Canadian - they don't care what goes OUT of Canada.
The problem is with the new UNITED STATES declaration forms that she must
fill out there before they can send the package on to the US.  She was also
told that even more stringent rules go into effect Dec 12.  It's not the
Canadian postal service that is crazy and paranoid it is the US Homeland
Security Office that is crazy.
