I thought about forsythia...mentioned it to Pam Evans as a matter of fact. But, evergreen would be preferable. I will look into viburnums tonight. Thanks Jim.

Most common privacy hedge plants down here are viburnums. I'm sure that the ones we grow would not be suitable where you are, Jesse, but there must be a zillion other ones. They grow fast and root easily from cuttings so shouldn't be too expensive.
If forsythia likes your neighborhood, it also makes a reasonably good, but cheap, hedge. Tends to be a lot more sprawling than viburnum, hence, higher maintenance. Also, not evergreen...but very twiggy so pretty dense even without leaves.
