Cultivar name is Syringa x 'Penda'. Mobot says hardy to zone 4BLOOMERANG is a reblooming dwarf lilac that matures to only 3-4' tall. It is reportedly a cross of Syringa JOSEE, whose cultivar name is 'Morjos 06of '
I have grown Josee for many years. It blooms several times spring to fall. It too is a hybrid, developed in France. One parent, I believe is Syringa meyeri. I've seen it listed as a S. triloba cultivar, though not sure that's an accurate species. Josee has grown well here and is fairly easy to propagate from cuttings. She is quite fragrant.
