Oh, yeah. Snow Melt.  I know how that goes.  Raging rivers swollen with snow
melt.  Sand bag crews.  People sitting on their roofs until the fire dept
can get a boat out to rescue them (The Natl Guard are all outa town)
Complete city parks under water for days on end.
