Not 'Powis Castle', but have you considered Artemisia alba or Artemesia schmidtiana 'Silver Mound' ? Both were highly rated in the Chicago Botanic Garden plant evaluation trials, and have leaf structure reminiscent of 'Powis Castle'. Not quite as large, but A. alba is a spreader.

Thanks for the offer, Pam. I have ordered plants, so let's see how
they turn out. Powis Castle is a real favorite because the deer
don't like it, and even seem to avoid things planted close to it.
I love the way it smells - don't know what their problem is, but
I'm glad they feel that way.
