If you don't want it wet do not use Miracle Grow potting soil. I was never able to get that stuff to dry out!
I never had trouble rooting scented geraniums in soil. They rooted quite easily and quickly. I always dusted them with a little hormone before planting. Maybe it's just super dormant.

Maybe it doesn't like your water. Chlorinated? Softened?
You might try planting cuttings directly into one of those high-priced potting mixes--MiracleGro, Scott's, etc--keep it damp [not wet], and give it lots of light.
