Bonnie,
You need to get out there and scream at the County/Township.  They can't
"fix" the grade resulting in a detriment to your property.  We had a similar
situation at my office.  We're on a deadend street; commercial one side,
residential other side.  Commercial side has a sort of dip carved between
two properties so water runs south to the ravine behind our buildings.  The
residence property across the street always flooded, even though there was a
pipe running under the street from their side to ours.  So we fixed the
problem by extending our 'dip' to their pipe to accept the water rather than
cause backflow.

This worked great for a few years, until those people died, then new people
trenched the property AND another neighbor's to lead massive amounts of
water through to our side, where, the dip wasn't adequate, so they flooded
us.  Finally the city came in, rebuilt the section of street and put in a
real live drain.  Whether it is a private individual, a business, or a govt
directive, one entity cannot make such physical changes that adversely
impact the existing condition of another entity and not be called to account
for their actions.
