Caraway thyme might work, and it is vigorous.

Re the groundcover. I've had various creeping thymes. You can walk on
them.
The wooly thyme shows footprints for a while but fluffs itself back up.
Another bonus with these is the delightful fragrance. With your warm
climate, be sure to put some corsican mint where it will be walked on,
too.
Luscious fragrance. I had a dog start digging in one of my thyme beds,
ripped out great swaths before I chased it off. I filled the hole,
laid it
back in place, watered it in good and in a few weeks couldn't tell
where the
damage had been. It will gradually encroach on & over low obstacles
like
rocks and RR tie borders. It is easy to lift off & trim away from
unwanted
areas. I like mixing different creeping thymes with other low growers
like
"Little Rubies" Dianthus. If you choose Elfin Thyme, it it slower to
spread
& lower than any other I've seen & may need some vigilence to keep
other
plants from overunnning it. If you have some shade there, try tucking
in
some of the hardy cyclamen. Smaller saxifrages are also delightful &
add
interesting texture in sun - part-shade.
