I didn't think it was a shrub originally, but when I read this line at
Mobot, I figured it was. "This is the only shrubby-type clematis that is
native to Missouri."  So I just went back and looked and at the top of the
Mobot page for C. fremontii, it says it is an herbaceous perennial, not a
shrub..
RHS says of C. fremontii:
Stout erect perennial
compared to C. heracleifolia:
Woody based perennial
