That's too bad Chris. Mine here are all very nice and supportive and made it clear what I needed to do. Chris, concentrate on California and Az. If you can get plants here you can get plants anywhere. Oregon though does have the brown snail thing you have to deal with also.

I got all of my permits at the state level. What you need is to know what
other states need and then go from there. You have to worry about S.O.D.
(Sudden Oak Death) if you are in an area that gets that. Brown snail
certification is necessary for some states. Really your best bet is to go
and talk with your Ag. folks. They will have all of the info.
I tried calling the state folks and they were really rude and surly and
told me everything was online.

Argh!!!
