My purple fountain grass has been slow too. Usually by this time it's big with all kinds growth. They are just now pulling out of it and producing. Not as tall as last year either. I overwintered them in the garage. This was the second winter for them.

How is your purple fountain grass dong this year? Mine is alive, but not growing, kinda just there. Very strange.
