I think you are probably right. He doesn't look identical to my eye - infact
I certainly wasn't able to see that ugly red eye on him - but other than the
greenish hue, that's him.  The green color could be all kinds of other
factors, so not really important.  This is the first picture or indication I
have seen anywhere of a bug carrying the cotton around with him.  The cotton
shape doesn't really look quite the same either, but that could be
differences in age or region or something.  Leafhopper definitely makes
sense, the way they can move as Jim also described.  This is very, very
close, thanks.  Too bad there was no name.
BTW, was my artist's rendering of the bug of any help? ;+D
