These are really easy to catch/kill- mousetraps do the trick- just set
out a bunch of them- you don't even need to bait them if you place them
at the entrance/exit of their little tunnels.  I had this problem a
couple of years
ago- emptied 3 traps daily for about a week.  Then was done.

Are you sure it is voles?  look for the tell-tale tunnes that run at
soil level, only the bottom half below.  Usually will see mulch pushed
up outlining tunnels.
