I'm sure they know- it's just cheaper to blow it underground than to take it to a landscape landfill or to properly compost (or GrassCycle) it.

Blowing grass into the street which goes to the intakes in the street is
also illegal. Many times lawning mowing companies are the worst offenders.
I can't believe the person behind the mower does not understand they are in
control where the clipped grass goes.
