I think early spring is the best, but I moved some successfully in full bloom. They didn't like it & sulked for a year, but it was move or get tilled under. The next year they looked great again. Since Jesse was just mentioning peonies - I have one that I need to move, when is the best time? It is about 4 inches tall right now. I planted it long ago in a north corner near the house but it has never done much, and now that I'm xeriscaping that area I figured I will move it someplace wetter. There are only 3 sprouts coming up.
