Consider our native Blue flag iris (Iris versicolor) or the Louisiana iris (probably a versicolor variant) or the ubiquitous non native the yellow Iris pseudocorus. Also, while I am not a lotus expert, I understand that there are lotus that do not require a lot of water over their roots - i.e. will grow in mud.

If you are thinking of Japanese iris, be aware that while they love wet
when actively growing, their rhizomes should not be under water or ice
during winter dormancy.

This spot used to have pea gravel covering the whole thing (now I
think I
know why!)  There is a concrete mow strip around it and I have run
into some
rock/concrete chunks buried in it too (these have been unremovable due
to
size and proximity to the sidewalk and a brick raised bed.  So....
still
need a plan.  None of the "cheap" nurseries in the area had japanese
iris-
so I will hunk more tomorrow.  There used to be an Iris grower around
here-=
not sure if they still exist though.
