Florida blue flowering shrub

Hey, you guys from FL.  We are in Orlando, and I would like to identyfy the
blue flowering vine/shrub that looks like is getting planted all over the
place and resembles Bougainvilla  in habit and growth, but doesn't seem to
have thorns is.   I have always loved blue flowers.  The flowers look like
phlox.  I don't expect it would be hardy in Virginia, but you never know what
they're working on.  Thanks for any info., Verona
