Cathy,
The Plumbago that is hardy in Zone 5 is not Plumbago.  It is Ceratostigma
plumbaginoides.  Real Plumbago, as in this discussion is Plumbago
auriculata.  The species name, "plumbaginoides", means "resembles plumbago".
