You might try taking a wet sponge and rubbing your cat down with it.
Sometimes it stimulates the cat to clean themselves.  Also, they make
foam cat shampoo that you can apply and towel off.  I've used these when
my cats or rats needed a bath.  My two boys are fastidious cleaners
which is good because one has a lot of white on him.
