I would recommend cutting it back, regardless. Have done it both ways and have had better results, ie. a neater and more attractive bush, by cutting back.

As I was touring the yard today, I noticed my butterfly bush was leafing out

In the last 5 years I have had this bush, here in Zone 5, the top growth
would stay dead and new sprouts would emerge from the ground. I have left
the old wood there much longer in the season and this has never happened
before...
So now what do I do? Will it bush out or just have leaves in sporadic spots
as it now appears? Should I still cut it down?
