No, not really.  Veronica liwanensis is a creeping groundcover that forms a
low mat only 1 inch high.  It has rich, jewel-blue flowers. It spreads 18-24
inches.  Veronica 'Waterperry Blue' is a creeper but also mound forming, 5
inches high and has lavender-blue flowers.  It spreads 15 inches.
